Quebec makes every indoor and outdoor space open to the public a no-smoking, no-vaping zone for cannabis, and public roads are part of that. In Trois-Rivières the rule takes in the Parc portuaire, Île Saint-Quentin, the terraces on rue des Forges and every street and sidewalk.

Mixing in alcohol creates a separate threshold: 2.5 nanograms of THC together with 50 milligrams of alcohol per 100 millilitres of blood.
